To get there, the pair had to jump through plenty of hoops and regulations. They also received a good dose of encouragement as they opened their Dewey's Dogs food cart.
Wayne and Jeanie Looney are serving their entrepreneurship on a bun with mustard, ketchup, pluck and perseverance and hold the pessimism.
